Synopsis

After a misunderstanding about Iron Head's fate, his crew rallies under Baek Suryong, who reveals himself as their new sect leader. Baek, with the help of the White Dragon Store, plans to rebuild the slums and teach the criminals martial arts to rehabilitate them. A potential rival is convinced to join as well after a brief fight, and learns of Baek's connection to the Azure Dragon Academy and the involvement of a constable named Cheong Cheon. The chapter ends with a feeling of hope and a hint of a larger, hidden conflict brewing.
