Synopsis

Lloyd begins his efforts to gain the trust of the locals by tirelessly providing them with water. He employs a strange marketing strategy, constantly repeating that water is good and Lloyd is good, culminating in a recruitment drive for his construction project. Meanwhile, Lloyd is also discovered to be planning to use old rebel tunnels for an ambitious 35-kilometer waterway, showing his strategic thinking.
