Synopsis

Deputy Consul Vikir introduces the 'Vikir Special Law', aiming to gain the citizens' trust after previous attempts at law enforcement failed. He publicly presents a stake that, if pulled, would grant a massive amount of gold, creating an atmosphere of disbelief and fear. Eventually, a flower girl, desperate for funds for her sick mother, attempts it and easily succeeds, receiving the promised reward and protection. The public demonstration of the law's fairness and the immediate reward causes the public to embrace Vikir and his laws, leading to decreased crime.
