Synopsis

The chapter introduces Vikir Van Baskerville, the newly appointed Deputy Consul of Underdog, who immediately causes a stir with his early arrival and seemingly casual attitude. Despite his youthful appearance, he quickly reveals a sharp intellect by analyzing the city's issues and vowing to enforce the established, brutally strict Baskerville family laws, which target illegal activities. He highlights the power of underground businesses and their corruption by reiterating laws which punish them severely. Vikir also introduces a seemingly unrelated challenge: a hundred million gold award for removing a specific stake, hinting at hidden implications or tests to come.
