Synopsis

The chapter opens with a powerful figure beating a police officer, mocking his poor equipment and reliance on drugs. The figure reveals his identity and connection to past events. A subordinate officer worries about the figure's power and the ineffective weapons while another tries to contact backup and Ms. Phoenix. Later, it is shown Ms. Phoenix ordered drugs to be placed in the officers, resulting in a discussion of the potential risks and side effects. The chapter finishes with the antagonists discussing their plan to continue the beatings and their intentions for using special equipment
