The chapter begins with the Greenriver delegation arriving in Demidera, a neutral city, for an important treaty discussion. The Crown Prince is more interested in the local entertainment than the upcoming talks, much to Ian Phage's frustration. Ian Phage makes it clear that the prince needs to be prepared to lead the discussion and not let the fifth prince take charge, giving him a stack of documents to memorize.
The Crown Prince arrives in Demidera for treaty discussions, but is more interested in sightseeing. Ian Phage pushes him to take his role seriously and study for the negotiations.
