Synopsis

Duke Pendragon declares his intention to provide wealth and safety for all and challenges the protagonist to assess him after experiencing his territory firsthand, offering freedom to oppose him if his methods are deemed harmful. The protagonist, through discussions and reports, discovers Vincent's connection to the enigmatic "Tower of Dusk" and their shared ideals of justice. The protagonist understands that Vincent's Chamber of Commerce is actually a plan to redistribute wealth and power, exposing the noble corruption. The chapter concludes with a reflection on Count Segunda's manipulations, and how Vincent had been used by him, and his goal of killing the hero, and also some of the imperial family to gain power.
