Synopsis

The chapter details the planning stage of a mission by a group of villains, led by a strategist who seems to have psychic abilities, to rescue a hostage from the Boksan District. They are assigning roles, with one group tasked with an ambush and annihilation while another is designated to secure the escape route for the hostages. The villains also discuss their leader's strange behaviour, and the group is then confronted by Boksan District forces.
