Synopsis

Following a major prison escape, a vote is held to decide the fate of the escapees. A landslide victory for those advocating immediate execution grants Seo Gangyu the authority to kill them and any terrorists. Despite the outcome, there is opposition to this decision, arguing that Gangyu is too emotional and that elevating any individual above the law sets a dangerous precedent.
