The chapter opens with the Lord being urged to study, promising a wish in return for memorizing letters. Simultaneously, he learns about the territory's poor financial state, marked by high taxes and slave labor in the mines, while also getting information about important figures, particularly the Security Captain, whose suspicious activities around the former Lord are revealed. Finally, the Lord is given the option to train under a mentor to become an emperor, in order to avoid a possible insurgence by the citizens.
The Lord, having recovered from illness, is pressured to fulfill a wish after agreeing to a memorization challenge while also learning about his territory's oppressive tax policies and the people suffering under it. He's then given a choice by another character to abandon his post and become an Emperor.
