Synopsis

After finding evidence of brutal torture and murder of their members, the Japanese leadership, believing it to be the work of a masked Korean, prepares for potential conflict by mobilizing troops and setting up training. They then send a delegation to confront the Koreans, making accusations and demanding the masked man be handed over. However, a kidnapped Japanese woman reveals the accusations are fabricated to instigate war. Despite this revelation, some still consider war worthwhile, while others seek alternative solutions.
