Synopsis

The chapter focuses on Governor Pendragon's efforts to revive the struggling Leus region by mirroring successful policies from York City, like employing the poor in public works and introducing a local currency. Simultaneously, the threat of the Valus Knights, who can attack from above using griffins, remains a major obstacle for trade. Facing a logistics issue, a character proposes to be taken hostage during goods transport as a guarantee for safe passage, showcasing the lengths they'll go to for Leus to recover.
