Synopsis

After a mission with heavy losses, a city management team arrives to evaluate the survivors. Despite a capable guide, many are injured or missing. To the survivors' shock, a seemingly random non-metahuman and a healer are chosen for city qualification, while others who believe they're more deserving are passed over, leading to anger and accusations of unfairness. The two individuals receiving the qualification express a desire to accept this due to the sacrifices made and the benefit of citizenship.
